Site Announcement Forum

This is probably an odd suggestion, but it just seems like the Site Announcement Forum should be located at the top rather than the center.

It might also serve to separate suggestions and announcements from the rest by making two sub-forums. The other sub forum would be for newbies, creative writing and off topic.

I think that all makes sense, even the splitting them into two sections (although with how few forums we have and how light our activity seems to be I don't really see that as necessary). The act of moving Site Announcements to the top makes perfect sense though.
