Why do I get the feeling that there's a very low chance of me winning. Oh right, cause I'm facing against the top writers in the site, oh well, might as well give it a try.

Apparently you're not cleared for any information on the contents of the files themselves, but keeping them from falling into the hands of the competition is listed as a close secondary objective in your orders, also Priority Red.

Biff leaned over to get a better view of the screen, which automatically translated the feed into a short, repeating message: O.S.O. O.S.O. O.S.O.
“Do they even understand English? Who manages to screw up an S.O.S. call?”
“Do you know how to write in Morse Code?” asked Hridik, raising an eyebrow.
“I…point taken,” admitted Biff.

I guess that could work the way you said it. Excluding the rooms that are old and not counting them towards the 20 would be easier than deleting your stuff and recopying the room.
Really I wasn't concerned so much with yours since I figured you had only one room and you were changing it anyway. Zac on the other hand was submitting a story with 18 old rooms. I thought it was a brand new story since I hadn't seen it before, but it turned out he had written something last year and was submitting the story now.
Taking into consideration that he's new to the contests, I didn't want to just turn him away, so I told him that if he did something about the old rooms he could submit what he's got. Given that he's written over 200 new rooms, I guess a case can be made that his story could be submitted since he wrote most of it this year.
Hell, if we let Xnull submit a story with less than 20 rooms one year, we can make an exception this year as well.
